一、招标条件
本巴布亚新几内亚成品油罐区项目阀门招标项目已由项目审批/核准/备案机关批准,项
目资金来源为其他资金资金已落实,招标人为中石油管道局巴布亚新几内亚成品油罐区项目
部。本项目已具备招标条件,现招标方式为公开招标。
二、项目概况和招标范围
规模:本项目位于巴布亚新几内亚莫尔兹比港莫图凯的巴布亚新几内亚国际港区域内。
该项目旨在设计一个油箱库,以解决包括航空煤油、柴油和汽油在内的成品油供应短缺问题;
以及在巴布亚新几内亚建造航空煤油储罐及其相关附属设施。油库的设计总容积应为12000
m3航空煤油、36000 m3柴油和24400 m3汽油。
范围:本招标项目划分为1个标段,本次招标为其中的:
(001)巴布亚新几内亚成品油罐区项目阀门招标项目;
三、投标人资格要求
(001巴布亚新几内亚成品油罐区项目阀门招标项目)的投标人资格能力要求:3.1本次
招标不接受联合体投标。

3.2本项目的投标人须具有独立法人资格,为此项目的专业生产、制造、安装、调试的制造
厂商,对其提供的货物和服务负全面责任。阀门制造厂商必须为中石油入网企业,且状态正
常。
The Tenderer shall be a manufacturer who specified by owner
independent legal personality,has independence in law
legally and shall take full responsibility to the goods and service.The manufacturer
of Valve must be a member enterprise of CNPC
3.3本次招标要求投标人须具备IS09001

相关体系认证,企业资质(包括但不限于营业执照
或注册证书等),具有与本招标项目相应的供货能力。
Qualification requirement:The bidder should have the IS09001 system certification,
(including but not limited to business license or registration certificate,etc.)
and have the supply capacity corresponding to the tender project.
投标人不得分包和外委加工,并提供承诺。
Bidders are not allowed to subcontract or outsource processing, and provide a
commitment.
3.4财务要求:
提供3年度(2021-2023)财务报告,经会计师事务所或审计机构审计的财务会计报表(未
完成2023年财务审计的可提供2020-2022 年的财务审计报告),包括但不限于资产负债表、
现金流量表、利润表和财务情况说明书(或报表附注)的复印件。不存在进入清算程序、被
宣告破产或其他丧失履约能力的情形;成立日期晚于要求年份的,从成立年起计算。
Financial requirement:The bidder shouldprovide financial reports for 3years(2021-
2023),including but not limited to balance sheets(If the financial audit for 2023
has not been completed,the financial audit report for 2020 to 2022 can be provided),
cash flow statements,income statements and financial statements.The reports should
be audited by accounting firms or institutions. The bidder should not be in the
situation of bankrupt or unable to perform the contract;If the date of establishment
is later than 2020, it shall be
counted from the year of establishment.
3.5业绩要求Performance Requirements
投标人需提供近五年轴流止回阀(Class150,14”及以上)的有效业绩。并提供合同复印件作
为证明材料。
Bidders are required to provide effective performance of Axial check valves (Class
150,14”and above)in the past five years. And provide a copy of the contract as
proof.
3.6 信誉要求(适用于中国厂家):Credit requirements:
在国家企业信用信息公示系统(http://www.gsxt.gov.cn)、信用中国网站
(www.creditchina.gov.cn)未被列入严重违法失信企业名单或失信被执行人名单。
The bidder has not been listed in the serious illegal and trust-breaking enterprises
or trust-breaking enforcement list In the National Enterprise Credit Information
Publicity system (http://www.gsxt.gov.cn)and credit China website
(www.creditchina.gov.cn)
3.7技术要求
由于交货期紧张,投标人须将阀门先发至现场,执行机构后发,但是要书面提供现场联调服
务的承诺。

first,followed by the actuator,but must provide a written commitment to
on-site joint debugging services.
3.8其它要求:
投标资格或取消投标人资格或禁止准入。

通过中国石油招标投标网(http://www.cnpcbidding.com)点击“招投标平台”进入“中国
石油电子招投标交易平台”报名、购买招标文件。4.2招标文件获取方式潜在投标人报名
后,须使用中国石油电子招投标交易平台缴费模块进行招标文件缴费(具体操作参见招标公
告附件),缴费成功后系统将自动开启招标文件下载权限。有关交易平台的问题请咨询运营

航“招标平台”,因交易平台或其他非招标机构原因导致的购标失败等问题,招标机构不承

构依据投标人自助服务平台中的信息开具发票。未按要求上传订单状态截图的,将无法开具
发票,由此造成的影响由投标人自行负责。

不接受纸质版投标文件 Hard copy will not be accepted.
5.3逾期送达的、未送达指定地点的或者不按照招标文件要求密封的投标文件,招标人将予
以拒收。逾期传送至电子招标投标交易平台的投标文件,电子招标投标交易平台予以拒收。
