Announcement on International Competition for
the Architectural Conceptual Design of Changsha Olympic Sports Center
长沙奥体中心项目坐落于湖南省长沙市天心区暮坪湘江特大桥以北的临江区域。项目旨在打造国内领先、国际一流的体育设施，融入“一江两岸”和“山水洲城”的独特空间，促进自然与文化的和谐共生，科技与体育的深度融合，城市与生态的共同发展，实现成为高端体育赛事中心、高水平人才培养基地和高人气休闲健康目的地的发展目标。
The project of Changsha Olympic Sports Center is located in the riverside area north of the Muping Xiangjiang Grand Bridge in Tianxin District, Changsha City, Hunan Province. The project aims to provide the leading sports facilities home and abroad, integrated with the characteristics of the concept of "One River, Two Banks" and "City of Mountains, Rivers, Isle and Town", promoting the coexistence of nature and culture harmoniously, the combination of technology and sports integratively, and the development of city and ecology jointly, and achieving the goal of becoming a high-end sports event center, a high-level talent training base, and a popular destination for health and leisure use.
为实现这一目标，长沙城市发展集团有限公司的全资子公司长沙奥体新城投资开发有限责任公司（以下简称主办单位）现面向全球举办长沙奥体中心建筑概念方案国际竞赛。本次竞赛设有总额达1370万元人民币的奖金，诚邀符合条件的优秀设计单位参与，共同推动长沙高质量发展。
To achieve this goal, Changsha Olympic New City Investment and Development Co., Ltd., (hereinafter referred to as the Host Organization), a wholly-owned subsidiary of Changsha Urban Development Group Co., Ltd., is now hosting an international competition for the architectural conceptual design of the Changsha Olympic Sports Center. The total prize will be RMB 13,700,000. We sincerely invite qualified institutions to participate, promoting the high-quality development of Changsha together.
一、项目概况｜Project Overview
长沙奥体中心项目西临湘江，北至强体路，东至奥体大道，南接万家丽路，总用地面积约140公顷（即奥体中心协调区）。场馆建设范围为西临湘江大道、北至健体路、东至奥体大道、南至万家丽路北侧支路，用地面积约65公顷（即奥体中心场馆区）。
The Changsha Olympic Sports Center project is bordered by the Xiangjiang River to the west, Qiangti Road to the north, Olympic Avenue to the east, and Wanjiali Road to the south, with a total land area of approx. 140 hectares (“Coordination Area of the Olympic Sports Center”). The venue construction area is bordered by Xiangjiang Avenue to the west, Jianti Road to the north, Olympic Avenue to the east, and the northern branch of Wanjiali Road to the south, covering an area of about 65 hectares (“Venue Area of the Olympic Sports Center”).
建设内容包括“一场两馆”及相关配套设施，分别是6.5万座的主体育场，1.8万座的综合体育馆、4000座的游泳跳水馆及相关配套附属设施。要求充分利用场馆区空间，合理设置与场馆运营密切相关的文体、商业等功能，具体功能和规模由主办单位另行确定。“一场两馆”设计等级为甲级，项目总建设规模预计约55万平方米（具体建设规模以最终审定的方案为准）。
The construction content includes "one stadium and two arenas" as well as their related supporting facilities: a 65,000-seat main stadium, an 18,000-seat comprehensive gymnasium, and a 4,000-seat swimming and diving hall, along with the other related facilities. The project requires full utilization of the venue area, with reasonable settings for cultural, sports, and commercial functions closely related to the operation of the venues. The specific functions and scale will be determined separately by the Host Organization. The design grade for "one stadium and two arenas" is Class A, and the total construction scale of the project is expected to be approximately 550,000 square meters (the specific construction scale will be determined based on the final approved scheme).
二、设计任务｜Design Tasks
本次竞赛设计目标、设计范围及深度、设计依据、主要工作内容详见《设计任务书》（附件1）。
For the design objective, scope and depth, design basis, and main work content, please refer to "Design Task Book" (Attachment 1).
三、竞赛组织流程｜Competition Organization Process
本次概念方案竞赛分为三个阶段开展，分别为竞赛入围单位遴选阶段、概念方案竞赛评审阶段和概念方案整合优化及方案设计配合阶段。具体实施步骤如下：
This conceptual design competition is divided into three phases: the selection of shortlisted institutions, the evaluation of conceptual designs, and the integration and optimization of conceptual designs as well as design coordination. See the following for details:
（一）第一阶段：竞赛入围单位遴选
Phase One: Selection of Shortlisted Institutions
1.参赛报名｜Registration
意向参赛单位按本公告“报名要求”提交报名资料，收到确定报名成功回执的单位应在规定时间内提交应选文件。
Intended applicant institutions must submit registration materials as required by this announcement. upon receiving the registration receipt confirming successful registration, the qualification submission documents should be submitted within the stipulated time. For any questions regarding the registration process, please contact the Organizers (i.e., the Host Organization or the Agency).
2.答疑澄清｜Clarification and Inquiry
已报名单位对本公告存在疑问的，于7月8日前通过电子邮件发送提问内容至主办单位企业邮箱（csatzx@csudgroup.com），主办单位使用企业邮箱以电子邮件形式统一回复（未确认报名成功的单位的提疑不予回复）。
Registered institutions with questions regarding this announcement should send their inquiries via email to the Host Organization's corporate email (csatzx@csudgroup.com) before July 8. The Host Organization will reply uniformly by email using the corporate email. Inquiries from institutions that have not confirmed successful registration will not be answered.
组织单位如有主动澄清，将在竞赛公告发布网站统一发布。
Any proactive clarifications by the Organizers will be published uniformly on the competition announcement website.
3.资格评审｜Qualification Review
主办单位组建7人或以上单数的入围评审小组进行资格评审，符合资格要求的单位进入详细评审阶段。如符合资格要求的单位少于4家则重新发布竞赛公告。
The host organization will form a panel of 7 or more odd-numbered members to review the qualification submission documents. Applicants that meet the qualification requirements will enter the detail review phase. If the number of applicant institutions meeting the qualification requirements is less than four, the competition announcement will be reissued.
4.详细评审｜Detailed Review
在详细评审阶段，入围评审小组将对应选人的企业综合实力、设计团队成员的专业资历及应选人对本项目的解读进行评审，并以书面投票形式选定6家单位作为入围候选人（如资格评审符合要求的单位为4至6家，则全部入围），未入围的单位将不再参与后续的竞赛活动。
In the detail review phase, the panel will review the applicant institutions' comprehensive corporate strength, the professional qualifications of the design team members, and the project interpretation. 6 institutions will be selected as shortlisted by written ballot (if the number of qualified institutions is between four to six, all will be shortlisted), and those are not will no longer participate in further phases.
5.入围参赛单位确认｜Confirmation of Shortlisted Institutions
组织单位将在竞赛公告发布网站公示入围候选人名单，公示结束后组织单位将向其发出参赛确认函，入围单位须书面回复是否参加下一阶段竞赛，并提交保密承诺书。
The organizer will announce the list of shortlisted institutions on the competition announcement website. After the announcement, the organizer will send a confirmation letter to the shortlisted institutions. The shortlisted institutions shall reply in written form whether they will participate in the next phase of the competition and submit a confidentiality commitment.
复函确认参赛的单位数量大于等于4家则竞赛进入下一个阶段，若复函确认参赛单位数量少于4家，则重新发布竞赛公告。组织单位将向复函确认参加竞赛的入围单位发放《入围通知书》和竞赛文件。
If there are more than or equal to 4 conformed shortlisted institutions, the competition will proceed; if not, the competition announcement will be reissued. The organizer will issue the "Shortlisted Notice" and competition documents to the conformed shortlisted institutions.
（二）第二阶段：概念方案竞赛评审
Phase Two: Evaluation of Conceptual designs
1.现场踏勘及交流｜Site Investigation and Exchange
入围参赛单位须按照入围通知书规定的时间、地点参加组织单位统一组织的现场踏勘及交流会。会议时间原则上安排在发放《入围通知书》后的10日内，具体时间将与入围参赛单位另行协商。
The confirmed shortlisted institutions should attend the site investigation and exchange meeting by the organizer at the time and place specified in the "Shortlisted Notice." The meeting time will be negotiated with the confirmed shortlisted institutions later, but it is generally arranged within 10 days after the issuance of the "Shortlisted Notice".
各入围参赛单位可使用企业邮箱通过电子邮件就参赛相关事项提出疑问，组织单位将及时回复。对于可能普遍影响入围参赛单位设计成果编制的问题，组织单位将以邮件的方式或公告统一发布，确保各入围参赛单位所获信息对称。
The confirmed shortlisted institutions can send questions regarding the competition via email, and the organizer will respond as soon as possible. For issues that may universally affect the preparation of design results, the organizer will reply to all via email or announcement to ensure equality.
2.竞赛评审｜Competition Evaluation
主办单位组建7人或以上单数的竞赛评审小组，听取入围参赛单位项目负责人及团队人员现场汇报（汇报人员不超过3人），采用投票方式推荐3家优胜单位（不排序）。
The organizer will form a panel of 7 or more odd-numbered members, listen to the on-site reports from the project leaders and team members of the confirmed shortlisted institutions (reporting personnel shall not exceed 3). The panel will recommend 3 excellent institutions (not ranked) by voting.
3.确定中选单位｜Confirmation of the Winning Institution
主办单位综合概念方案情况及竞赛评审小组意见，报上级同意后从优胜单位中确定最终竞赛中选单位。
Based on the comprehensive conceptual design and the opinions of the evaluation panel, the organizer will determine final winning institution from the excellent institutions after obtaining approval from the superior authorities.
（三）第三阶段：概念方案整合优化及方案设计配合
Phase Three: Integration and Optimization of Conceptual Designs and Scheme Design Coordination
竞赛完成后，主办单位与中选单位及其他设计成果合格的入围参赛单位分别签订合同。
After the competition, the organizer will sign contracts with the winning institution and the other confirmed shortlisted institutions whose design are deemed qualified separately.
中选单位根据主办单位要求，吸收其他入围参赛单位概念方案中的优秀理念和创意对己方概念方案进行优化完善，在中选通知书签发后的30天内提交整合优化的最终方案，并积极配合后续公开招标的方案设计中标单位开展设计工作。
The winning institution will be requested by the organizer to optimize and improve its own conceptual design by incorporating excellent ideas and creativity from the other confirmed shortlisted institutions’ designs. The final design should be submitted within 30 days after the winning notice is issued. The collaboration with the winning bidder of the subsequent open tender is required to carry out future activities.
（四）竞赛时间安排 Competition Schedule
备注：以上时间皆为北京时间，组织单位保留调整日程安排的权利，如有变化，另行通知。
Notice: Beijing Time all above applied. The organizer reserves the right to adjust the schedule. Any change will be notified separately.
四、竞赛奖金、中选服务费和其他费用｜Competition Prizes, Winning Service Fees, and Other Expenses
各入围参赛单位的概念方案须符合设计任务书要求，经竞赛评审小组评定为合格的，可获得相应标准的奖金。
The confirmed shortlisted institutions whose conceptual Designs are qualified by the evaluation panel and meet the requirements of the design task book will receive corresponding standard prizes.
中选单位合同金额总计400万元（其中260万元为中选奖金，140万元为服务费，其服务内容包括设计成果整合优化及对后续方案设计工作的支持与配合。中选单位须对上述服务内容进行承诺，如违约将影响中选服务费的支付比例），未中选的优胜单位奖金为260万元/家，入围奖奖金为150万元/家。
The total amount of the contract for the winning institution is RMB 4,000,000 (including RMB 2,600,000 as the winning prize and RMB 1,400,000 as the service fee, covering work content including integration and optimization of design results and cooperation in subsequent design activities. The winning institution must commit to the above service content, and any breach will affect the payment proportion of the winning service fee). The prize for the other non-winning excellent institutions is RMB 2,600,000 respectively, and the shortlisted prize is RMB 1,500,000 respectively.
本次竞赛活动的代理服务费11.8万元包干，由中选单位承担。
The agency service fee for this competition is RMB 118,000, and shall be paid by the winning institution.
上述费用均指人民币含税。
All amounts above refer to RMB (tax included).
五、参赛要求｜Participation Requirements
（一）第一阶段：竞赛入围单位遴选
Phase One: Selection of Shortlisted Institutions
1.资格要求｜Qualification Requirements
应同时满足以下1.1、1.2和1.3项资格要求：
Applicants must meet the following qualification requirements:
1.1 应选人｜Applicant Institutions
1.1.1 注册在中国大陆的应选人，要求具有独立的企业法人资格或事业单位法人资格，须提供市场监督管理部门核发的有效企业法人营业执照或事业单位法人证书。
Applicant institutions registered in mainland China must have independent corporate legal person status or institutional legal person status and must provide a valid Business License or Business Certificate of Legal Entity for Public Institutions issued by the Market Supervision Administration.
1.1.2 注册在中国大陆以外的应选人，要求具有所在国或所在地区主管部门核发的企业注册登记证明，须提供相关证明材料；其中使用中文以外语言的，还须提供原始版本与中文译本两种文本，入围评审小组将以中文译本为准，因翻译有误导致的不利后果由应选人承担。
Applicant institutions registered outside mainland China must have a Business Registration Certificate issued by the competent authorities in their respective countries or regions. Relevant proof materials must be provided; if the materials are in a language other than Chinese, both the original version and the Chinese translation must be provided. The qualification review panel will refer to the Chinese version, and any adverse consequence due to translation errors shall be taken responsibility of by the applicants themselves.
1.2 项目负责人｜Project Leader
1.2.1 项目负责人须满足以下六项中任意一项，并提供相关证书扫描件或截图等证明材料：
The project leader shall meet any one of the following six conditions and provide relevant certificates or screenshots as proof:
①中国科学院院士；
Member of the Chinese Academy of Sciences;
②中国工程院院士；
Member of the Chinese Academy of Engineering;
③全国工程勘察设计大师（中华人民共和国住房和城乡建设部颁发）；
National master of engineering survey and design (issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China);
④获得梁思成奖的设计师；
Designer who has won the Liang Sicheng Architecture Prize;
⑤获得普利兹克建筑奖的设计师；
Designer who has won the Pritzker Architecture Prize;
⑥2020年至今入选WA100（Building Design杂志评定的世界建筑设计公司100强）公司的主创设计师。
Lead designer of a company in the WA100 (top 100 architectural design institutions in the world as ranked by Building Design magazine) After 2020.
1.2.2 项目负责人在本次竞赛过程中不得变更。
The project leader must not be changed during this competition.
1.3 类似业绩｜Similar Achievements
本项目要求拟任项目负责人具备入围类似业绩。类似业绩是指应选人的项目负责人以项目负责人或者设计负责人身份承担过3万座席（指单个体育场的座席数量）及以上的体育场建筑设计业绩（设计内容应包含建筑概念方案或方案设计）。
The project requires the appointed project leader with similar achievements. Similar achievements refer to the project leader's experience in undertaking the architectural design of a stadium with 30,000 seats or more (the design content should include architectural concept design or scheme design).
类似业绩证明材料（以下材料须同时提供）：
Similar achievement proof materials (all of the following materials must be provided.):
①设计合同；
Design contract;
②能体现项目规模标准的相关审批文件或业主单位出具的证明文件（加盖业主单位公章）。
Relevant approval documents or proof materials from the owner that reflect the project scale standards (stamped with the seal of the owner).
③项目负责人与所提交类似业绩证明中的项目负责人或设计负责人确为同一人，但因姓名在不同语言环境下存在差异，导致类似业绩证明材料中显示姓名不一致时，须提交身份一致性证明材料。例如护照等。
If the project leader are indeed the same person with the project leader or design leader in the submitted proof of similar achievement, but there are discrepancies in the names due to different language environments, identity consistency proof must be provided. For example, a passport or other relevant documents.
2 联合体参赛要求｜Consortium Participation Requirements
2.1 本项目接受联合体应选。联合体成员（含牵头单位）数量不超过2家。
Consortium bids are accepted for this competition, but the consortium should not have more than two members (including the lead company).
2.2 联合体各方需签署具有法律效力的《联合体协议》，明确牵头单位，并须在联合体协议内列明主要任务分工，体现任务比例。牵头单位须全程主导并负责本项目设计工作。
All parties in the consortium should sign a legally binding Consortium Agreement, clearly indicating the leading one, and must list the main task division within the Consortium Agreement, reflecting the proportion of tasks. The leading party must lead and be responsible for the design work throughout the competition.
2.3 联合体各方不得再单独参加或者与其他主体另外组成联合体参加本次竞赛。
Parties in the consortium may not participate in the competition individually or join another consortium.
3.报名要求｜Registration Requirements
本次竞赛采用线上报名方式，意向参赛单位请于2024年7月3日17:00时前将市场监督管理部门核发的有效企业法人营业执照或事业单位法人证书（注册在中国大陆以外的意向参赛单位，提供所在国或所在地区主管部门核发的企业注册登记证明），单位简介及经授权的竞赛联系人信息，并通过授权书指定的企业邮箱发送至主办单位企业邮箱，所有材料要求加盖单位公章。报名确认后，主办单位将回复报名回执至意向参赛单位指定邮箱。
This competition adopts an online registration method. Intended participants must submit a valid Business License or Business Certificate of Legal Entity for Public Institutions issued by the Market Supervision Administration before 17:00 on July 3, 2024. For participants registered outside mainland China, provide a Business Registration Certificate issued by the competent authorities in their respective country or region. Additionally, submit the company profile and the information of the authorized competition contact person, and send all materials through the designated corporate email specified in the authorization letter to the Host Organization's corporate email. All materials must be stamped with the company seal. Upon registration confirmation, the Host Organization will reply with a registration confirmation letter to the email designated in the registration authorization letter.
4.应选文件编制要求｜Qualification Submission Documents Requirements
4.1 应选文件按以下资料清单及顺序制作：
The qualification submission documents should be prepared according to the following list by order:
①项目负责人授权委托书
Project leader authorization letter;
②联合体协议书（如有）
Consortium Agreement (if any);
③资格要求证明材料
Proof materials for qualification requirements;
④项目解读
Project interpretation;
⑤企业综合实力
Comprehensive strength of the institution;
⑥拟派设计团队成员的资历。包括但不限于个人业绩和所获荣誉奖项，要求提供人员劳动关系承诺书，并声明拟派团队成员均为本单位正式员工。
Qualifications of the proposed design team members, including but not limited to individual achievements and honors, and statement of employment relationship, clearly declaring that the proposed team members are formal employees of the institution;
⑦真实性承诺书
Statement of authenticity;
⑧其他资料（如有）
Other materials (if any).
本公告提供上述资料的参考模板，报名单位可下载使用，亦可自拟格式，但要求包含参考模板中所有信息。应选文件不超过A3图幅，总页数不超过500页，其中项目解读部分不超过100页，企业综合实力部分不超过50页。
The announcement provides reference templates for the above materials, which the applicants can download and use. Applicants can also use their own formats, but must include all the information in the reference templates. The qualification submission documents should not be larger than A3 size, not exceeding 500 pages in total (not exceeding 100 pages for the project interpretation section and not exceeding 50 pages for the comprehensive strength section of the institution).
4.2 应选人名称应与营业执照一致。（境外单位与所在国或所在地区主管部门核发的企业注册登记证明名称一致）
The name of the Applicants institutions must be consistent with the Business License. For overseas institutions, the name must be consistent with the Business Registration Certificate issued by the competent authorities in their respective country or region.
应选文件应加盖应选人单位全称的公章（不得采用编号章、投标专用章等其它印章），并由法定代表人或其授权人签名或盖章。若应选人为联合体，则由牵头单位按照上述规定，加盖牵头单位全称印章及法定代表人或授权人签名或盖章。
The qualification submission documents should be stamped with the full name of the applicant institution's seal (numbered seals, bid-specific seals, etc., are not allowed) and signed or stamped by the legal representative or authorized person. If the applicant is a consortium, the leading party must stamp the full name of its institution's seal and sign or stamp the legal representative or authorized person in accordance with the above provisions.
4.3 应选文件采用中文或中英文对照格式按应选文件要求装订成册，1套正本，6套副本，两张电子光盘（标注区分正副本），所有应选文件以正本为准，不予退还。
The qualification submission documents should be in Chinese or bilingual (Chinese and English) format and bound into volumes according to the requirements for qualification submission documents. One original set, six duplicate sets, and two electronic discs labeled as original and duplicate are required. All qualification submission documents are based on the original set and will not be returned.
4.4 应选人须对应选文件中所有材料进行真实性承诺，组织单位及入围评审小组有权对应选人提交应选文件的真实性进行核实，如发现弄虚作假，取消其参赛资格并保留追究法律责任的权利。
Applicants must commit to the authenticity of all materials in the qualification submission documents. The organizer and the panel have the rights to verify the documents. If any falsification is found, the qualification will be denied, and the right to pursue legal responsibilities will be reserved.
5.遴选时间及地点｜Selection Time and Location
应选文件可采用现场提交或快递邮寄递交两种方式（为避免争议，采用快递邮寄递交方式的，应选人不得对该方式提出任何异议，包括但不限于对邮寄过程发生损坏、丢失、资料不全等情况。组织单位对应选人选用快递服务概不负责）。应选文件要求在显著处注明“长沙奥体中心建筑概念方案国际竞赛应选文件”，是否密封及密封方式均不做要求。
The qualification submission documents can be submitted on-site or by courier (to avoid disputes, applicants choosing to submit by courier shall not raise any objection regarding the chosen submission method, including but not limited to damage, loss, or incomplete materials during the mailing process, for which the organizer is not responsible). The qualification submission documents should be prominently labeled "Qualification Submission Documents for the International Competition of Architectural Conceptual Design for Changsha Olympic Sports Center," and there are no specific requirements for sealing or the method of sealing.
应选文件递交截止时间为北京时间2024年7月18日17:00时，采用快递邮寄递交的以投递签收时间为准，递交多份应选文件的以截止时间内最后递交的文件为准。
The deadline for submission is 17:00 on July 18, 2024, Beijing Time. For submissions by courier, the receipt time is considered as the submission time. If multiple submissions are made, the last submission received before the deadline will be considered the submission time.

逾期送达的应选文件，以及未确认报名单位提交的应选文件，均不予受理。
Late submissions of qualification submission documents and submissions from unconfirmed registered institutions will not be accepted.
（二）第二阶段：概念方案竞赛评审
Phase Two: Evaluation of Conceptual Designs
本阶段参赛要求以竞赛文件为准。

1.设计文本编制要求｜Design Document Preparation Requirements
1.1 协调区概念规划｜Coordination Area Concept Planning
规划内容：规划框架与策略、概念主题、功能定位、空间结构、用地布局、空间形态、城市风貌、交通系统、城市景观和生态保护利用等。
The planning content includes the planning framework and strategies, concept themes, functional positioning, spatial structure, land layout, spatial form, urban landscape, traffic system, urban landscape and ecological protection and utilization, etc.
要求提交不少于4张效果渲染图。图纸包括但不限于以下内容：
Minimum of 4 rendering images are required. They should include but are not limited to the following content:
①现状分析图；
Current situation analysis map;
②区域分析图；
Regional analysis map;
③功能结构图；
Functional structure map;
④概念性土地利用规划图；
Conceptual land use planning map;
⑤空间形态与景观分析图；

1.2.1 场馆区总图｜Venue Area Master Plan
场馆区总平面图，场馆区首层总平面图（需包含场馆建筑首层平面及场地整体室外环境）。场馆区总平面分析图包括但不限于以下内容：

建筑单体或组团、沿街和公共场景、主要单体建筑泛光照明效果、主体育场内场效果、主要室内空间等效果图。

①流线组织：大型、复杂场馆需提供内部交通分析图以及各类不同人员的流线分析图。

以大型体育赛事场馆的赛后利用为研究对象，结合国内外场馆赛后利用的案例经验，对长沙奥体中心场馆赛后利用提出对策建议。
Research on the post-event utilization of large sports venues, combined with case studies home and abroad, and propose countermeasures and suggestions for the post-event utilization of the Changsha Olympic Sports Center.
2.其他设计成果要求｜Other Design Deliverables Requirements
设计成果除文本册外，还要求提交展板、电子文件和模型。
In addition to paper documents, the design deliverables should also include display boards, electronic files, and models.
其中电子文件包括但不限于电子文本文件，建筑平面、立面、剖面等电子图纸、效果图、多媒体演示文件（包含不少于2分钟的动画）。
The electronic files should include, but are not limited to, electronic text files, electronic images such as floor plans, elevations, sections, renderings, and multimedia presentation files (including a video at least over 2 minutes).
其中模型包含一个能够体现和周边环境关系的总体模型，及一个奥体中心场馆区建筑模型。
The models should include a general model that reflects the relationship with the surrounding environment, and a model of the architectural design of the venue area of the Olympic Sports Center.
六、其他说明｜Other Instructions
（一）参赛单位在本次概念方案竞赛活动中提交材料的，均授权主办单位为介绍、宣传、总结、展示本次活动而合理利用设计单位提供的方案，包括但不限于在征集活动过程及后续活动中通过新闻媒介、专业杂志、书刊、互联网平台或其它形式介绍和展示。此外，参赛单位同意主办单位有权使用、修改、整合并吸纳其设计方案的内容用于主办单位及其上级单位的项目开发和实施。提交的所有资料不予退还。
The materials submitted by the applicant firms in the competition authorize the organizer to reasonably use the design projects for the introduction, promotion, summarization, and presentation of this activity, including but not limited to the introduction and presentation through news media, professional magazines, books, the internet platform, or other forms during and after the solicitation process. Additionally, the applicants agree that the organizer owns the right to use, modify, integrate, and absorb the contents of their design projects for the project development and implementation of the organizer and its superior units. All submitted materials will not be returned.
（二）组织单位向入围竞赛单位所提供的所有资料（文字、图纸、电子数据）均受版权保护。未得主办单位授权，不得将任何内容进行分发、转发、发布、外借、转让，否则取消资格并承担法律责任。
All materials (text, images, electronic data) provided by the organizer to the shortlisted institutions are protected by copyright. Without the authorization of the organizer, any content cannot be distributed, forwarded, published, lent, or transferred. Otherwise, the qualification will be cancelled, and legal responsibilities will be applied.
（三）本次竞赛活动本身及与本次活动相关的文件所适用的法律和法规仅为中华人民共和国的法律和法规。同时，入围参赛单位应确保所提交的设计成果满足本建筑使用功能相匹配的规范性文件要求。
The competition with its activities and the related documents are applied only with the laws and regulations of the People's Republic of China. Meanwhile, the confirmed shortlisted institutions must ensure that the design deliverables submitted meet the normative document requirements that match the building's functional use.
（四）本次竞赛所发布的所有公告、通知及文件等，均以中文版本为准。若存在中英双语版本，且两种文本之间出现任何不一致或解释上的歧义，以中文版本为准。参赛者提交给组织单位的所有书面材料必须使用中文。若使用其他语言提交材料，必须同时提供中文翻译件。组织单位和评审小组将依据中文文本进行评审和决策。
All announcements, notices, and documents issued for this competition are in Chinese. If there are bilingual versions in Chinese and English, the Chinese version shall prevail in case of any inconsistency or ambiguity between the two texts. All written materials submitted by the applicants must be in Chinese. If materials are submitted in other languages, a Chinese translation version must be provided simultaneously. The organizer and the evaluation panel will review and determine based on the Chinese version.
（五）本次竞赛活动所涉及的所有时间表述和执行均以北京时间为准，即中国标准时间（UTC+8）。
All time references and implementations involved in this competition are based on Beijing Time, which is China Standard Time (UTC+8).
（六）本次竞赛活动的所有沟通均以各单位企业邮箱与主办单位企业邮箱间的电子邮件书面往来内容为准。
All the communication of the competition is validated by email correspondence via the corporate email of the applicant and the organizer.
（七）组织单位将统一提供无人机拍摄资料。因管制原因，禁止参赛单位自行使用无人机等航空器对现场进行踏勘或拍摄。如因使用无人机等航空器拍摄而引起的一切责任由参赛单位自行承担。
The organizer will uniformly provide drone shooting data. Due to regulatory reasons, it is prohibited for applicants to use drones or other aircrafts for site investigation or photography on their own. Any responsibility arising from the use of drones or other aircrafts shall be borne by the applicants themselves.
（八）本项目方案设计另行组织公开招标。

the Architectural Conceptual Design of Changsha Olympic Sports Center
长沙奥体中心项目坐落于湖南省长沙市天心区暮坪湘江特大桥以北的临江区域。项目旨在打造国内领先、国际一流的体育设施，融入“一江两岸”和“山水洲城”的独特空间，促进自然与文化的和谐共生，科技与体育的深度融合，城市与生态的共同发展，实现成为高端体育赛事中心、高水平人才培养基地和高人气休闲健康目的地的发展目标。
The project of Changsha Olympic Sports Center is located in the riverside area north of the Muping Xiangjiang Grand Bridge in Tianxin District, Changsha City, Hunan Province. The project aims to provide the leading sports facilities home and abroad, integrated with the characteristics of the concept of "One River, Two Banks" and "City of Mountains, Rivers, Isle and Town", promoting the coexistence of nature and culture harmoniously, the combination of technology and sports integratively, and the development of city and ecology jointly, and achieving the goal of becoming a high-end sports event center, a high-level talent training base, and a popular destination for health and leisure use.
为实现这一目标，长沙城市发展集团有限公司的全资子公司长沙奥体新城投资开发有限责任公司（以下简称主办单位）现面向全球举办长沙奥体中心建筑概念方案国际竞赛。本次竞赛设有总额达1370万元人民币的奖金，诚邀符合条件的优秀设计单位参与，共同推动长沙高质量发展。
To achieve this goal, Changsha Olympic New City Investment and Development Co., Ltd., (hereinafter referred to as the Host Organization), a wholly-owned subsidiary of Changsha Urban Development Group Co., Ltd., is now hosting an international competition for the architectural conceptual design of the Changsha Olympic Sports Center. The total prize will be RMB 13,700,000. We sincerely invite qualified institutions to participate, promoting the high-quality development of Changsha together.
一、项目概况｜Project Overview
长沙奥体中心项目西临湘江，北至强体路，东至奥体大道，南接万家丽路，总用地面积约140公顷（即奥体中心协调区）。场馆建设范围为西临湘江大道、北至健体路、东至奥体大道、南至万家丽路北侧支路，用地面积约65公顷（即奥体中心场馆区）。
The Changsha Olympic Sports Center project is bordered by the Xiangjiang River to the west, Qiangti Road to the north, Olympic Avenue to the east, and Wanjiali Road to the south, with a total land area of approx. 140 hectares (“Coordination Area of the Olympic Sports Center”). The venue construction area is bordered by Xiangjiang Avenue to the west, Jianti Road to the north, Olympic Avenue to the east, and the northern branch of Wanjiali Road to the south, covering an area of about 65 hectares (“Venue Area of the Olympic Sports Center”).
建设内容包括“一场两馆”及相关配套设施，分别是6.5万座的主体育场，1.8万座的综合体育馆、4000座的游泳跳水馆及相关配套附属设施。要求充分利用场馆区空间，合理设置与场馆运营密切相关的文体、商业等功能，具体功能和规模由主办单位另行确定。“一场两馆”设计等级为甲级，项目总建设规模预计约55万平方米（具体建设规模以最终审定的方案为准）。
The construction content includes "one stadium and two arenas" as well as their related supporting facilities: a 65,000-seat main stadium, an 18,000-seat comprehensive gymnasium, and a 4,000-seat swimming and diving hall, along with the other related facilities. The project requires full utilization of the venue area, with reasonable settings for cultural, sports, and commercial functions closely related to the operation of the venues. The specific functions and scale will be determined separately by the Host Organization. The design grade for "one stadium and two arenas" is Class A, and the total construction scale of the project is expected to be approximately 550,000 square meters (the specific construction scale will be determined based on the final approved scheme).
二、设计任务｜Design Tasks
本次竞赛设计目标、设计范围及深度、设计依据、主要工作内容详见《设计任务书》（附件1）。

三、竞赛组织流程｜Competition Organization Process
本次概念方案竞赛分为三个阶段开展，分别为竞赛入围单位遴选阶段、概念方案竞赛评审阶段和概念方案整合优化及方案设计配合阶段。具体实施步骤如下：
This conceptual design competition is divided into three phases: the selection of shortlisted institutions, the evaluation of conceptual designs, and the integration and optimization of conceptual designs as well as design coordination. See the following for details:
（一）第一阶段：竞赛入围单位遴选
Phase One: Selection of Shortlisted Institutions
1.参赛报名｜Registration
意向参赛单位按本公告“报名要求”提交报名资料，收到确定报名成功回执的单位应在规定时间内提交应选文件。
Intended applicant institutions must submit registration materials as required by this announcement. upon receiving the registration receipt confirming successful registration, the qualification submission documents should be submitted within the stipulated time. For any questions regarding the registration process, please contact the Organizers (i.e., the Host Organization or the Agency).
2.答疑澄清｜Clarification and Inquiry
已报名单位对本公告存在疑问的，于7月8日前通过电子邮件发送提问内容至主办单位企业邮箱（csatzx@csudgroup.com），主办单位使用企业邮箱以电子邮件形式统一回复（未确认报名成功的单位的提疑不予回复）。
Registered institutions with questions regarding this announcement should send their inquiries via email to the Host Organization's corporate email (csatzx@csudgroup.com) before July 8. The Host Organization will reply uniformly by email using the corporate email. Inquiries from institutions that have not confirmed successful registration will not be answered.
组织单位如有主动澄清，将在竞赛公告发布网站统一发布。
Any proactive clarifications by the Organizers will be published uniformly on the competition announcement website.
3.资格评审｜Qualification Review
主办单位组建7人或以上单数的入围评审小组进行资格评审，符合资格要求的单位进入详细评审阶段。如符合资格要求的单位少于4家则重新发布竞赛公告。
The host organization will form a panel of 7 or more odd-numbered members to review the qualification submission documents. Applicants that meet the qualification requirements will enter the detail review phase. If the number of applicant institutions meeting the qualification requirements is less than four, the competition announcement will be reissued.
4.详细评审｜Detailed Review
在详细评审阶段，入围评审小组将对应选人的企业综合实力、设计团队成员的专业资历及应选人对本项目的解读进行评审，并以书面投票形式选定6家单位作为入围候选人（如资格评审符合要求的单位为4至6家，则全部入围），未入围的单位将不再参与后续的竞赛活动。
In the detail review phase, the panel will review the applicant institutions' comprehensive corporate strength, the professional qualifications of the design team members, and the project interpretation. 6 institutions will be selected as shortlisted by written ballot (if the number of qualified institutions is between four to six, all will be shortlisted), and those are not will no longer participate in further phases.
5.入围参赛单位确认｜Confirmation of Shortlisted Institutions
组织单位将在竞赛公告发布网站公示入围候选人名单，公示结束后组织单位将向其发出参赛确认函，入围单位须书面回复是否参加下一阶段竞赛，并提交保密承诺书。
The organizer will announce the list of shortlisted institutions on the competition announcement website. After the announcement, the organizer will send a confirmation letter to the shortlisted institutions. The shortlisted institutions shall reply in written form whether they will participate in the next phase of the competition and submit a confidentiality commitment.
复函确认参赛的单位数量大于等于4家则竞赛进入下一个阶段，若复函确认参赛单位数量少于4家，则重新发布竞赛公告。组织单位将向复函确认参加竞赛的入围单位发放《入围通知书》和竞赛文件。
If there are more than or equal to 4 conformed shortlisted institutions, the competition will proceed; if not, the competition announcement will be reissued. The organizer will issue the "Shortlisted Notice" and competition documents to the conformed shortlisted institutions.
（二）第二阶段：概念方案竞赛评审
Phase Two: Evaluation of Conceptual designs
1.现场踏勘及交流｜Site Investigation and Exchange
入围参赛单位须按照入围通知书规定的时间、地点参加组织单位统一组织的现场踏勘及交流会。会议时间原则上安排在发放《入围通知书》后的10日内，具体时间将与入围参赛单位另行协商。
The confirmed shortlisted institutions should attend the site investigation and exchange meeting by the organizer at the time and place specified in the "Shortlisted Notice." The meeting time will be negotiated with the confirmed shortlisted institutions later, but it is generally arranged within 10 days after the issuance of the "Shortlisted Notice".
各入围参赛单位可使用企业邮箱通过电子邮件就参赛相关事项提出疑问，组织单位将及时回复。对于可能普遍影响入围参赛单位设计成果编制的问题，组织单位将以邮件的方式或公告统一发布，确保各入围参赛单位所获信息对称。
The confirmed shortlisted institutions can send questions regarding the competition via email, and the organizer will respond as soon as possible. For issues that may universally affect the preparation of design results, the organizer will reply to all via email or announcement to ensure equality.
2.竞赛评审｜Competition Evaluation
主办单位组建7人或以上单数的竞赛评审小组，听取入围参赛单位项目负责人及团队人员现场汇报（汇报人员不超过3人），采用投票方式推荐3家优胜单位（不排序）。
The organizer will form a panel of 7 or more odd-numbered members, listen to the on-site reports from the project leaders and team members of the confirmed shortlisted institutions (reporting personnel shall not exceed 3). The panel will recommend 3 excellent institutions (not ranked) by voting.
3.确定中选单位｜Confirmation of the Winning Institution
主办单位综合概念方案情况及竞赛评审小组意见，报上级同意后从优胜单位中确定最终竞赛中选单位。
Based on the comprehensive conceptual design and the opinions of the evaluation panel, the organizer will determine final winning institution from the excellent institutions after obtaining approval from the superior authorities.
（三）第三阶段：概念方案整合优化及方案设计配合
Phase Three: Integration and Optimization of Conceptual Designs and Scheme Design Coordination
竞赛完成后，主办单位与中选单位及其他设计成果合格的入围参赛单位分别签订合同。
After the competition, the organizer will sign contracts with the winning institution and the other confirmed shortlisted institutions whose design are deemed qualified separately.
中选单位根据主办单位要求，吸收其他入围参赛单位概念方案中的优秀理念和创意对己方概念方案进行优化完善，在中选通知书签发后的30天内提交整合优化的最终方案，并积极配合后续公开招标的方案设计中标单位开展设计工作。
The winning institution will be requested by the organizer to optimize and improve its own conceptual design by incorporating excellent ideas and creativity from the other confirmed shortlisted institutions’ designs. The final design should be submitted within 30 days after the winning notice is issued. The collaboration with the winning bidder of the subsequent open tender is required to carry out future activities.

四、竞赛奖金、中选服务费和其他费用｜Competition Prizes, Winning Service Fees, and Other Expenses
各入围参赛单位的概念方案须符合设计任务书要求，经竞赛评审小组评定为合格的，可获得相应标准的奖金。
The confirmed shortlisted institutions whose conceptual Designs are qualified by the evaluation panel and meet the requirements of the design task book will receive corresponding standard prizes.
中选单位合同金额总计400万元（其中260万元为中选奖金，140万元为服务费，其服务内容包括设计成果整合优化及对后续方案设计工作的支持与配合。中选单位须对上述服务内容进行承诺，如违约将影响中选服务费的支付比例），未中选的优胜单位奖金为260万元/家，入围奖奖金为150万元/家。
The total amount of the contract for the winning institution is RMB 4,000,000 (including RMB 2,600,000 as the winning prize and RMB 1,400,000 as the service fee, covering work content including integration and optimization of design results and cooperation in subsequent design activities. The winning institution must commit to the above service content, and any breach will affect the payment proportion of the winning service fee). The prize for the other non-winning excellent institutions is RMB 2,600,000 respectively, and the shortlisted prize is RMB 1,500,000 respectively.
本次竞赛活动的代理服务费11.8万元包干，由中选单位承担。
The agency service fee for this competition is RMB 118,000, and shall be paid by the winning institution.
上述费用均指人民币含税。

Applicant institutions registered in mainland China must have independent corporate legal person status or institutional legal person status and must provide a valid Business License or Business Certificate of Legal Entity for Public Institutions issued by the Market Supervision Administration.
1.1.2 注册在中国大陆以外的应选人，要求具有所在国或所在地区主管部门核发的企业注册登记证明，须提供相关证明材料；其中使用中文以外语言的，还须提供原始版本与中文译本两种文本，入围评审小组将以中文译本为准，因翻译有误导致的不利后果由应选人承担。
Applicant institutions registered outside mainland China must have a Business Registration Certificate issued by the competent authorities in their respective countries or regions. Relevant proof materials must be provided; if the materials are in a language other than Chinese, both the original version and the Chinese translation must be provided. The qualification review panel will refer to the Chinese version, and any adverse consequence due to translation errors shall be taken responsibility of by the applicants themselves.
1.2 项目负责人｜Project Leader
1.2.1 项目负责人须满足以下六项中任意一项，并提供相关证书扫描件或截图等证明材料：
The project leader shall meet any one of the following six conditions and provide relevant certificates or screenshots as proof:
①中国科学院院士；
Member of the Chinese Academy of Sciences;
②中国工程院院士；
Member of the Chinese Academy of Engineering;
③全国工程勘察设计大师（中华人民共和国住房和城乡建设部颁发）；
National master of engineering survey and design (issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China);
④获得梁思成奖的设计师；
Designer who has won the Liang Sicheng Architecture Prize;
⑤获得普利兹克建筑奖的设计师；
Designer who has won the Pritzker Architecture Prize;
⑥2020年至今入选WA100（Building Design杂志评定的世界建筑设计公司100强）公司的主创设计师。
Lead designer of a company in the WA100 (top 100 architectural design institutions in the world as ranked by Building Design magazine) After 2020.
1.2.2 项目负责人在本次竞赛过程中不得变更。
The project leader must not be changed during this competition.
1.3 类似业绩｜Similar Achievements
本项目要求拟任项目负责人具备入围类似业绩。类似业绩是指应选人的项目负责人以项目负责人或者设计负责人身份承担过3万座席（指单个体育场的座席数量）及以上的体育场建筑设计业绩（设计内容应包含建筑概念方案或方案设计）。
The project requires the appointed project leader with similar achievements. Similar achievements refer to the project leader's experience in undertaking the architectural design of a stadium with 30,000 seats or more (the design content should include architectural concept design or scheme design).
类似业绩证明材料（以下材料须同时提供）：
Similar achievement proof materials (all of the following materials must be provided.):
①设计合同；
Design contract;
②能体现项目规模标准的相关审批文件或业主单位出具的证明文件（加盖业主单位公章）。
Relevant approval documents or proof materials from the owner that reflect the project scale standards (stamped with the seal of the owner).
③项目负责人与所提交类似业绩证明中的项目负责人或设计负责人确为同一人，但因姓名在不同语言环境下存在差异，导致类似业绩证明材料中显示姓名不一致时，须提交身份一致性证明材料。例如护照等。
If the project leader are indeed the same person with the project leader or design leader in the submitted proof of similar achievement, but there are discrepancies in the names due to different language environments, identity consistency proof must be provided. For example, a passport or other relevant documents.
2 联合体参赛要求｜Consortium Participation Requirements
2.1 本项目接受联合体应选。联合体成员（含牵头单位）数量不超过2家。
Consortium bids are accepted for this competition, but the consortium should not have more than two members (including the lead company).
2.2 联合体各方需签署具有法律效力的《联合体协议》，明确牵头单位，并须在联合体协议内列明主要任务分工，体现任务比例。牵头单位须全程主导并负责本项目设计工作。
All parties in the consortium should sign a legally binding Consortium Agreement, clearly indicating the leading one, and must list the main task division within the Consortium Agreement, reflecting the proportion of tasks. The leading party must lead and be responsible for the design work throughout the competition.
2.3 联合体各方不得再单独参加或者与其他主体另外组成联合体参加本次竞赛。
Parties in the consortium may not participate in the competition individually or join another consortium.
3.报名要求｜Registration Requirements
本次竞赛采用线上报名方式，意向参赛单位请于2024年7月3日17:00时前将市场监督管理部门核发的有效企业法人营业执照或事业单位法人证书（注册在中国大陆以外的意向参赛单位，提供所在国或所在地区主管部门核发的企业注册登记证明），单位简介及经授权的竞赛联系人信息，并通过授权书指定的企业邮箱发送至主办单位企业邮箱，所有材料要求加盖单位公章。报名确认后，主办单位将回复报名回执至意向参赛单位指定邮箱。
This competition adopts an online registration method. Intended participants must submit a valid Business License or Business Certificate of Legal Entity for Public Institutions issued by the Market Supervision Administration before 17:00 on July 3, 2024. For participants registered outside mainland China, provide a Business Registration Certificate issued by the competent authorities in their respective country or region. Additionally, submit the company profile and the information of the authorized competition contact person, and send all materials through the designated corporate email specified in the authorization letter to the Host Organization's corporate email. All materials must be stamped with the company seal. Upon registration confirmation, the Host Organization will reply with a registration confirmation letter to the email designated in the registration authorization letter.
4.应选文件编制要求｜Qualification Submission Documents Requirements
4.1 应选文件按以下资料清单及顺序制作：

Qualifications of the proposed design team members, including but not limited to individual achievements and honors, and statement of employment relationship, clearly declaring that the proposed team members are formal employees of the institution;
⑦真实性承诺书
Statement of authenticity;
⑧其他资料（如有）
Other materials (if any).
本公告提供上述资料的参考模板，报名单位可下载使用，亦可自拟格式，但要求包含参考模板中所有信息。应选文件不超过A3图幅，总页数不超过500页，其中项目解读部分不超过100页，企业综合实力部分不超过50页。
The announcement provides reference templates for the above materials, which the applicants can download and use. Applicants can also use their own formats, but must include all the information in the reference templates. The qualification submission documents should not be larger than A3 size, not exceeding 500 pages in total (not exceeding 100 pages for the project interpretation section and not exceeding 50 pages for the comprehensive strength section of the institution).
4.2 应选人名称应与营业执照一致。（境外单位与所在国或所在地区主管部门核发的企业注册登记证明名称一致）
The name of the Applicants institutions must be consistent with the Business License. For overseas institutions, the name must be consistent with the Business Registration Certificate issued by the competent authorities in their respective country or region.
应选文件应加盖应选人单位全称的公章（不得采用编号章、投标专用章等其它印章），并由法定代表人或其授权人签名或盖章。若应选人为联合体，则由牵头单位按照上述规定，加盖牵头单位全称印章及法定代表人或授权人签名或盖章。
The qualification submission documents should be stamped with the full name of the applicant institution's seal (numbered seals, bid-specific seals, etc., are not allowed) and signed or stamped by the legal representative or authorized person. If the applicant is a consortium, the leading party must stamp the full name of its institution's seal and sign or stamp the legal representative or authorized person in accordance with the above provisions.
4.3 应选文件采用中文或中英文对照格式按应选文件要求装订成册，1套正本，6套副本，两张电子光盘（标注区分正副本），所有应选文件以正本为准，不予退还。
The qualification submission documents should be in Chinese or bilingual (Chinese and English) format and bound into volumes according to the requirements for qualification submission documents. One original set, six duplicate sets, and two electronic discs labeled as original and duplicate are required. All qualification submission documents are based on the original set and will not be returned.
4.4 应选人须对应选文件中所有材料进行真实性承诺，组织单位及入围评审小组有权对应选人提交应选文件的真实性进行核实，如发现弄虚作假，取消其参赛资格并保留追究法律责任的权利。
Applicants must commit to the authenticity of all materials in the qualification submission documents. The organizer and the panel have the rights to verify the documents. If any falsification is found, the qualification will be denied, and the right to pursue legal responsibilities will be reserved.
5.遴选时间及地点｜Selection Time and Location
应选文件可采用现场提交或快递邮寄递交两种方式（为避免争议，采用快递邮寄递交方式的，应选人不得对该方式提出任何异议，包括但不限于对邮寄过程发生损坏、丢失、资料不全等情况。组织单位对应选人选用快递服务概不负责）。应选文件要求在显著处注明“长沙奥体中心建筑概念方案国际竞赛应选文件”，是否密封及密封方式均不做要求。
The qualification submission documents can be submitted on-site or by courier (to avoid disputes, applicants choosing to submit by courier shall not raise any objection regarding the chosen submission method, including but not limited to damage, loss, or incomplete materials during the mailing process, for which the organizer is not responsible). The qualification submission documents should be prominently labeled "Qualification Submission Documents for the International Competition of Architectural Conceptual Design for Changsha Olympic Sports Center," and there are no specific requirements for sealing or the method of sealing.
应选文件递交截止时间为北京时间2024年7月18日17:00时，采用快递邮寄递交的以投递签收时间为准，递交多份应选文件的以截止时间内最后递交的文件为准。
The deadline for submission is 17:00 on July 18, 2024, Beijing Time. For submissions by courier, the receipt time is considered as the submission time. If multiple submissions are made, the last submission received before the deadline will be considered the submission time.

1.1 协调区概念规划｜Coordination Area Concept Planning
规划内容：规划框架与策略、概念主题、功能定位、空间结构、用地布局、空间形态、城市风貌、交通系统、城市景观和生态保护利用等。
The planning content includes the planning framework and strategies, concept themes, functional positioning, spatial structure, land layout, spatial form, urban landscape, traffic system, urban landscape and ecological protection and utilization, etc.
要求提交不少于4张效果渲染图。图纸包括但不限于以下内容：

1.2.1 场馆区总图｜Venue Area Master Plan
场馆区总平面图，场馆区首层总平面图（需包含场馆建筑首层平面及场地整体室外环境）。场馆区总平面分析图包括但不限于以下内容：

1.2.2 场馆区单体建筑｜Venue Area Individual Buildings
建筑单体或组团、沿街和公共场景、主要单体建筑泛光照明效果、主体育场内场效果、主要室内空间等效果图。
Individual building or group buildings, along-street and public scenes, main individual building Architectural Floodlighting Effects, main stadium interior effects, main interior spaces, etc.
①流线组织：大型、复杂场馆需提供内部交通分析图以及各类不同人员的流线分析图。
Flow organization: Large, complex venues need to provide internal traffic analysis maps and various personnel flow analysis maps.
②公共空间：主要场馆室外、室内公共空间的设计理念与表达图纸，可结合场地空间大剖面与重要楼层的总平面图布局阐述。

1.3赛后利用专题研究｜Post-Event Utilization Research
以大型体育赛事场馆的赛后利用为研究对象，结合国内外场馆赛后利用的案例经验，对长沙奥体中心场馆赛后利用提出对策建议。
Research on the post-event utilization of large sports venues, combined with case studies home and abroad, and propose countermeasures and suggestions for the post-event utilization of the Changsha Olympic Sports Center.
2.其他设计成果要求｜Other Design Deliverables Requirements
设计成果除文本册外，还要求提交展板、电子文件和模型。
In addition to paper documents, the design deliverables should also include display boards, electronic files, and models.
其中电子文件包括但不限于电子文本文件，建筑平面、立面、剖面等电子图纸、效果图、多媒体演示文件（包含不少于2分钟的动画）。
The electronic files should include, but are not limited to, electronic text files, electronic images such as floor plans, elevations, sections, renderings, and multimedia presentation files (including a video at least over 2 minutes).
其中模型包含一个能够体现和周边环境关系的总体模型，及一个奥体中心场馆区建筑模型。
The models should include a general model that reflects the relationship with the surrounding environment, and a model of the architectural design of the venue area of the Olympic Sports Center.
六、其他说明｜Other Instructions
（一）参赛单位在本次概念方案竞赛活动中提交材料的，均授权主办单位为介绍、宣传、总结、展示本次活动而合理利用设计单位提供的方案，包括但不限于在征集活动过程及后续活动中通过新闻媒介、专业杂志、书刊、互联网平台或其它形式介绍和展示。此外，参赛单位同意主办单位有权使用、修改、整合并吸纳其设计方案的内容用于主办单位及其上级单位的项目开发和实施。提交的所有资料不予退还。
The materials submitted by the applicant firms in the competition authorize the organizer to reasonably use the design projects for the introduction, promotion, summarization, and presentation of this activity, including but not limited to the introduction and presentation through news media, professional magazines, books, the internet platform, or other forms during and after the solicitation process. Additionally, the applicants agree that the organizer owns the right to use, modify, integrate, and absorb the contents of their design projects for the project development and implementation of the organizer and its superior units. All submitted materials will not be returned.
（二）组织单位向入围竞赛单位所提供的所有资料（文字、图纸、电子数据）均受版权保护。未得主办单位授权，不得将任何内容进行分发、转发、发布、外借、转让，否则取消资格并承担法律责任。
All materials (text, images, electronic data) provided by the organizer to the shortlisted institutions are protected by copyright. Without the authorization of the organizer, any content cannot be distributed, forwarded, published, lent, or transferred. Otherwise, the qualification will be cancelled, and legal responsibilities will be applied.
（三）本次竞赛活动本身及与本次活动相关的文件所适用的法律和法规仅为中华人民共和国的法律和法规。同时，入围参赛单位应确保所提交的设计成果满足本建筑使用功能相匹配的规范性文件要求。
The competition with its activities and the related documents are applied only with the laws and regulations of the People's Republic of China. Meanwhile, the confirmed shortlisted institutions must ensure that the design deliverables submitted meet the normative document requirements that match the building's functional use.
（四）本次竞赛所发布的所有公告、通知及文件等，均以中文版本为准。若存在中英双语版本，且两种文本之间出现任何不一致或解释上的歧义，以中文版本为准。参赛者提交给组织单位的所有书面材料必须使用中文。若使用其他语言提交材料，必须同时提供中文翻译件。组织单位和评审小组将依据中文文本进行评审和决策。
All announcements, notices, and documents issued for this competition are in Chinese. If there are bilingual versions in Chinese and English, the Chinese version shall prevail in case of any inconsistency or ambiguity between the two texts. All written materials submitted by the applicants must be in Chinese. If materials are submitted in other languages, a Chinese translation version must be provided simultaneously. The organizer and the evaluation panel will review and determine based on the Chinese version.
（五）本次竞赛活动所涉及的所有时间表述和执行均以北京时间为准，即中国标准时间（UTC+8）。
All time references and implementations involved in this competition are based on Beijing Time, which is China Standard Time (UTC+8).
（六）本次竞赛活动的所有沟通均以各单位企业邮箱与主办单位企业邮箱间的电子邮件书面往来内容为准。
All the communication of the competition is validated by email correspondence via the corporate email of the applicant and the organizer.
（七）组织单位将统一提供无人机拍摄资料。因管制原因，禁止参赛单位自行使用无人机等航空器对现场进行踏勘或拍摄。如因使用无人机等航空器拍摄而引起的一切责任由参赛单位自行承担。
The organizer will uniformly provide drone shooting data. Due to regulatory reasons, it is prohibited for applicants to use drones or other aircrafts for site investigation or photography on their own. Any responsibility arising from the use of drones or other aircrafts shall be borne by the applicants themselves.
（八）本项目方案设计另行组织公开招标。
Open tender of this Scheme design will be organized separately.
