2024-2026 年度巴基斯坦胡布燃煤电站保险国际公开招标公告
中国电能成套设备有限公司受招标人委托，对巴基斯坦中电胡布 2×660MW 火电项目运 营期保险国际招标进行公开招标。
On tenderee’s authority, China Power Complete Equipment Co., Ltd. is in charge of the international Open Tender of Operational Phase Insurance Programs for CPHGC 2×660MW Coal-fired Power Project in Pakistan.

| Operational Phase Insurance Programs for CPHGC 2×660MW Coal-fired Power Project in Pakistan | ①投标人须为非寿险公司 The Bidder shall be a non-life insurance company; ②投标人或其母公司须具有 A（含）以上的国际评级，包括但不限于穆迪、标普、惠誉、AM Best 等。 The Bidder or its parent company shall have an international rating of A or above, including but not limited to Moody’s, S&P, Fitch and AM Best; ③投标人或其母公司 2022 年非寿险保费收入须不低 于 3 亿美元 Non-life insurance premium income of the Bidder or its parent company shall be no less than USD three hundreds million in 2022; ④投标人或其母公司在全球范围内须具有单个项目保 险金额 1 亿美元（含）以上火电项目运营期的承保经验 The Bidder or its parent company shall have underwriting experiences in operational phase insurance programs of coal-fired power projects worldwide with the Sum Insured of more than USD one hundred million (inclusive) for single project. ⑤本项目不接受联合体投标。 Consortium of Bidders is not acceptable. |
四、招标文件的获取

购买招标文件需支付招标文件工本费，招标文件价格为 500 元人民币。招标文件自愿购 买，一经售出，费用概不退还。
One set of Tender Documents is sold at the price of RMB 500.00. The payment for the Tender Documents will not be returned once the Tender documents are sold, regardless of whether the bidders will participate in the bid or not.

1）购买招标文件
登录国家电投电子商务平台（电能 e 招采）官方网站（https://ebid.espic.com.cn）（未 注册用户请先注册，完善企业基本信息和发票信息等待审核通过）→在下载中心下载【电能 e 招采投标管家】客户端→扫码登录/用户名登录→查看招标公告→支付标书费（微信在线支付）→下载查看招标文件。
扫码签章 APP 办理:国家电投电子商务平台使用手机 APP 办理数字证书，完成扫码登录、电子签章及加解密等工作，投标人需通过苹果 AppStore、安卓应用商店下载 ‘数智签 APP’。按照要求进行个人用户注册及实名认证、企业注册及企业关系建立、按照要求 购买证书、单位签章制作等操作。（已在“中招互连 APP”上办理证书且证书仍在有效 期内的投标人仍然可以继续使用“中招互连 APP”）。

5.招标文件澄清
有关本项目招标文件的澄清问题，请登录电能 e 招采投标管家并进入招采项目，在“澄 清疑问→我的问题”页面进行提问和查看。
6.投标文件的递交
6.1 电子投标文件递交的截止时间（报价截止时间，下同）为 2024 年 9 月 10 日 10 时 30 分（北京时间），投标人应在截止时间前通过（电能 e 招采投标管家）递交电子投标 文件。
届时招标代理机构将组织各投标人参加在线开标，届时请投标人代表在电能 e 招采投标 管家客户端中参与开标或查看开标结果（注：参加开标时请使用报价时所使用的同一代 表的"数智签"手机 APP 及账号参与开标解密工作）。
6.2 逾期送达的、未送达指定地点的或者不按照投标文件要求密封的投标文件，招标人 将予以拒收。国家电投电子商务平台（电能 e 招采）不接收逾期传输的投标文件。6.3 未按照本公告要求购买招标文件的潜在投标人的报价将被拒绝。
