简要规则描述：世博村路300号作为辖区内市级部门办公地，以300号为中心的“胶南路-世博大道-雪野路-华丰路-浦东南路-胶南路”合围区域被列为市级市容环境重点合围区域和保障范围，为进一步提升该区域市容环境卫生工作管理水平，拟通过公开的方式购买市容辅助服务，加强该合围区域(浦东南路一龙阳路一黄浦江一白莲泾)的市容保障力量。（具体详见第三章采购需求书）
Brief Specification Description: No. 300 Expo Village Road is the office of the municipal department within the jurisdiction, and No. 300 is the center of "Jiaonan Road - Expo Avenue - Xueye Road - Huafeng Road - Pudong South Road-In order to further improve the management level of the city's appearance and environmental sanitation in the region, it is planned to purchase the city's appearance auxiliary services through an open way to strengthen the city's appearance and security force ( the enclosed area (Pudong South Road, Longyang Road, Huangpu River, Bailianjing) (For details, please refer to Chapter 3 Procurement Requirements).

合同履约期限：本项目服务期限为12个月，具体以合同签订日期为准。

二、申请人的资格要求
2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；
(b)Qualification requirements to be met to implement government procurement policies:(1) Implement reserved quota measures, increase the share of small and medium-sized enterprises in government procurement, and support small and medium-sized enterprise policies: This project is specially for small and medium-sized enterprises to procure, and the price discount of small and medium-sized enterprise products is not implemented during the review. (2) Supporting welfare units for the disabled and treating them as small and micro enterprises;

(c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；
（4）具有省市级公安部门核发的有效的《保安服务许可证》；
（5）本项目不允许转包。

(c)Specific qualification requirements for this program:(III) It must be a legal person or unincorporated organization established in accordance with the law in China (this project does not accept branches to participate in procurement activities in their own names);
(IV) Have a valid "Security Service Permit" issued by the provincial and municipal public security departments;
（V) Subcontracting is not allowed for this project.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(ii)未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn);
