负责项目巡查以及协调政府、社区、采购人等日常政务并对各部门工作进行培训、考核跟踪。
不定期对管理区域内突击检查。

市容巡查员

负责所管辖道路的巡逻、共享单车整理、路面垃圾的清理、“三乱”清理。
每天对管理区域巡查、清理,引导车辆停放,早7点30至9点、晚4点30至5点30车辆高峰期间对重点部位需定点执勤,非高峰期间确保对附近区域随时巡查。
确保管理区域内商铺无堆放杂物、无共享单车乱停放、无白色垃圾、无“三乱”现象;确保车辆有序停放,无乱停乱放、无堵塞现象;对部件类问题进行巡查,不符合检查标准的内容及时上报。

 
1、拟派人员共计21人,震泽路以北任务区域年龄40周岁以内,其他任务区域年龄50周岁以内,且均无犯罪记录。
2、项目经理年龄50周岁以内,且不得随意更换项目经理。
3、在非工作时间内遇上突发情况需要处理是,由保安公司调派人员处理。

2. 服务内容:
(1)自主巡查,处置完成;
 ①对违规停放机动(非机动)车辆的行为及时进行劝阻,引导驾驶人到设置的停车场(位)内规范停放,做到集中定点有序停放;对不听劝阻的车辆贴单告知。
②区域范围的所有小堆垃圾清理(含建筑垃圾),垃圾桶(未盖、脏污、放置不规范)问题及时整改。
③区域范围内立面与“三乱”(乱涂写、乱刻画、乱张贴)清理工作。
(2)自主巡查,引导劝阻,拒不配合上报综合行政执法局处置完成;
①宣传教育、劝导督促管理服务区域内的沿街单位、店铺和个人落实“门前五包”责任,及时发现、劝阻出店经营、占道经营、店外作业、乱泼污水、乱倒垃圾、乱悬乱挂、乱晾乱晒、乱贴乱画、乱堆乱放、乱搭乱建等影响市容市貌的行为,对屡教不改的店铺及时上报综合行政执法局。
②对管理服务区域内出现的流动摊点及时劝离,对屡教不改的商贩及时上报综合行政执法局。
③对沿街户外广告、门头招牌、宣传广告(含公益)、宣传咨询点进行巡查,发现破旧损坏、未批先设或不按审批要求设置灯箱、招牌、条幅、宣传点等现象时,立即劝阻,并及时上报综合行政执法局。
④对车辆抛洒、噪声扰民、开墙破路、占道施工、占道装修未围挡、烟尘污染、焚烧垃圾、破坏绿化等违法违章现象,以及城市公共设备、设施存在安全隐患时,立即劝阻或采取安全防护措施,并及时上报综合行政执法局。
⑤巡查区域范围内的所有施工拍照存档,并通知施工队伍第一时间去社区备案,不配合的及时上报综合行政执法局。
(3)自主巡查,基层上报智慧城管平台;
①区域范围大型垃圾(含建筑垃圾)及垃圾桶破损问题及时上报。
  ②区域范围内处置较复杂的立面与“三乱”(乱涂写、乱刻画、乱张贴)上报工作。
③涉及公共设施、绿化设施的巡查,发现损坏及时上报,例如:公厕、信号箱、线杆、城市家具、围挡等。
3.服务质量要求:
(1)“门前责任五包”:
    接管后,对商铺业主进行走访督导,对网格内的商铺违规“市容环境责任书(门前责任五包)”的行为进行督导,若发现拒不配合情况的,及时上报城管执法部门并配合执行;在重点区域安排专人管控。
(2)机动车、非机动车、共享单车乱停乱放:
    按《2024年城市精细化考评规则》由市容巡查员进行巡查整理,同时,主管负责检查监督;重点部位安排市容巡查员进行定时定岗定人负责,进行督导,非机动车、共享单车等必须按要求停放到位,若发现拒不配合情况的,及时上报城管执法部门并配合执行。
(3)人流量较大导致路面白色垃圾较多:
    市容巡查员在巡查中配备夹子与垃圾袋,随时发现随时清理,由道路巡查员进行巡查整理,主管负责检查监督。
(4)黑车集中点、流动摊贩措施:
市容巡查员在巡查过程中发现一处劝导一处,设置固定人员对现场黑车、流动摊贩进行劝离,清理;建议社区沟通政府单位加装违停摄像头,通过人防技防相结合的方式进行双向管理。
(5)墙面“三乱”现象:
由市容巡查员在巡查过程中及时发现及时清理,不能清理的及时及时基层上报数字平台指挥中心,清理或覆盖“乱张贴、乱涂写、乱刻画”必须使用安全、可靠、先进的工艺,达到贵方的要求。清理或覆盖后,其颜色应与建筑物、构筑物及各类公用设施的原有表面颜色协调一致,保持原有风貌,不得损伤其原有表面。
(6)公共设施等部件类破损问题:
建立巡查闭环机制,切实发挥“物业+社区+城管”作用,打好治理组合拳,物业公司将公共设施等部件类破损问题按照“发现—处置—跟踪回访—销号”的工作流程,涉及街道其他职能部门的,街道城管第一时间协调相关职能部门进行解决;涉及超出街道管辖权限的,由街道报区城管部门协调解决。最后,乙方都将对这两类“业务内”和“业务外”问题的解决落实情况,进行记录备案,形成问题处置的闭环。
(7)执行相关部门及领导部署的其他工作任务,服从街道领导的人员调配。

5、发现道路两侧有乱张贴、乱涂写;未能有效制止、清理且未上报的,一次扣0.1分.
6、发现路面、人行道板、隔离栏、侧石、花坛、标识牌等设施破损等情况,24小时内未上报1处扣0.1分。
7、发现路灯、信号灯、草坪灯等照明设施破损等情况,24小时内未上报1处扣0.1分。
8、发现窨井盖缺失、绿化缺失、树木倾倒等情况,24小时内未上报1处扣0.1分。
9、发现施工/装修未围挡、材料乱堆放等,未能有效制止且未上报的,一次扣0.1分。
10、发现工地出入口污损、车辆带泥行驶等情况,未能有效制止且未上报的一次扣0.1分。
 
此项月度考核工作由街道城管科与所辖社区共同负责,城管科占比40%,社区占比60%。

每月基层上报数(管理职责以外的问题)

1、怡园片区每月上报数56条,缺一条扣 0.5分,扣完为止。
2、华谊国家传感园每月上报数55条,缺一条扣0.5分,扣完为止。
3、华清经开智造园每月上报数69条,缺一条扣0.5分,扣完为止。
 
实际考核数字会根据无锡经济开发区下发的管理单元目标任务书稍作调整。

1、工作时不准擅自离岗,有脱岗、迟到早退等现象的,发现一人/次扣1分。
2、工作期间人员按规定着装统一、明显,不得脱帽、袖管、敞胸露怀等行为;发现有1项不符的扣0.5分。
3、工作规范,语言举止文明;在平时工作中态度恶劣,语言举止粗鲁,经查实的,1次的扣1分。
4、在执勤时不得睡觉、吃零食、嬉戏打闹、阅读书报、玩游戏等与工作无关的事。发现1次,扣1分。
5、工作期间不得吸烟、乱扔烟头杂物、随地吐痰小便等影响形象的事。发现1次,扣1分。
6、全面遵守国家各类法律法规和区城管部门各项规章制度,发现有吃拿卡要等行为,经查实的一次扣12分,并终止合同,进入退出程序。

注:因涉及3个单元网格,怡园片区考核2.4.5项由街道城管科与所辖社区共同负责,其中2.4项考核分值占比:城管科占比40%,社区占比60%;第5项街道部门或者社区任意发现一次将10分全部扣除;智造园及传感园考核由城管科100%占比。(怡园片区考核以华新书记或者站长的签字为准)
(1)服务标准:
①、怡园片区确保单元网格月度或季度成绩不得低于85分,并且确保2个月(力争4个月)90分以上;华谊传感园确保单元网格月度或季度成绩不得低于90分;华清经开制造园确保单元网格月度或季度成绩不得低于88分,并且确保3个月(力争6个月)90分以上;(该标准以市城管局通报月度或季度的成绩为考核依据,若市城管局未通报以街道考核办法为考核依据) 
(2)考核办法:
①实行扣分、扣款并行机制。扣分实行100分制,要求当月达到80分以上,如当月得分低于80分,进行口头警告处理;如当月得分低于75分,扣除当月服务费10%;如当月得分低于70分,扣除当月服务费20%;连续2个月月度考核得分低于70分,终止合同,进入退出程序。

③为压降数字信息平台采集问题数,被区级及以上部门通报1次扣除100元服务费,2次扣除200元服务费,以此类推,满10次及以上在原有扣除基础上加扣5000元(以经开区优美环境合格区市采集问题数前4管理单元格为考核依据)。
 
六)合同金额支付方式:
(1)合同价款的支付:合同签订后支付合同价款的30%作为预付款,预付款在前三次支付进度款时同比例扣回;每季度支付合同价的25%,按季度考核支付。
(2)支付时间:供应商向采购人递交上季度服务费用支付的书面申请单,同时向采购人开具当地税务部门要求的相应发票,采购人向供应商支付上季度服务费(如遇法定节假日顺延)。
(3)支付标准:合同签订后支付合同价款的30%作为预付款,预付款在前三次支付进度款时同比例扣回;每季度支付合同价的25%,按季度考核支付。
(4)合同价款中已包括供应商承担本合同项目所需的员工工资、社会保险费用、福利、意外保险、法定计提费用、行政办公费用、服装费、食宿、交通、培训、管理费、合理利润、税费、其他支出、政策性风险等项目涉及的所有费用。在合同有效期内,合同协议书一经签署,除另有约定外,合同价一概不予调整。
(5)总报价应包括为完成采购文件规定的相关工作服务期内所涉及到的一切费用。供应商报价时应充分考虑服务期内所有可能影响到报价的因素,包括无锡市最低工资标准及社保基数的调整因素等,一旦中标,总价将包定,即为合同价,不予调整。
(6)员工工资、社保费用、税金、保险等法定费用为不可让利部分(不可竞争费用),须按规定计算并报出,项目总报价不可低于上述相关费用合计,否则作无效投标处理。
(7)供应商应按照相关规定,与所有聘用人员依法签订劳动合同,服务人员的工资须符合国家、省、市的相关规定,符合无锡市最低工资标准且缴纳社会保险费。供应商必须依法参加工伤社会保险,为聘用人员缴纳保险费。
(8)供应商不得将项目转包或分包。一经发现有项目转包或分包情况,采购人有权依照法律程序解除合同,并追究供应商的违约责任。
七)合同价款调整
合同价款在合同协议书内约定后,任何一方不得擅自改变,但发生下列情况之一的可作调整。
(1)采购人确认的工作量增减;
(2)合同约定的其它增减或调整。
供应商应在上述情况发生后7天内,将调整的原因、金额以及书面形式通知采购人,采购人审核确认后通知供应商,作为结算依据。
