建瓯市水源乡至衢宁铁路建瓯东站通站道路及站前广场配套工程（A 标段）建瓯市水源乡至衢宁铁路建瓯东站通站道路及站前广场配套工程（A 标段）标段施工招标公告
1.招标条件
本招标项目建瓯市水源乡至衢宁铁路建瓯东站通站道路及站前广场配套工程（A 标段）已由建瓯市发展和改革局以建瓯市发展和改革局关于调整建瓯市水源乡至衢宁铁路建瓯东站通站道路工程项目可行性研究报告的批复瓯发改审批[2017]27 号批准建设，项目业主为建瓯市闽源开发建设有限公司，建设资金来自财政资金、银行贷款、上级补助，招标人为建瓯市闽源开发建设有限公司。项目已具备招标条件，现对该项目的施工进行公开招标，本次招标采用资格后审。
2.项目概况与招标范围
项目的建设地点：建瓯市水源乡。
项目的规模：总投资 19513 万元人民币（其中：建安工程费 12500 万元）。
项目的计划工期：工程施工计划工期为 26 个月，缺陷责任期 24 个月。
招标范围及标段划分：
本项目工程施工共分为 1 个标段，本次共招标个标段。具体情况详见下表：

本次招标要求投标人须具备以下条件：
（1）具有国内独立法人资格，行政主管部门核发有效的公路工程施工总承包三级及以上资质；具备有效的企业安全生产许可证；
（2）投标人业绩条件：不要求。
（3）人员、设备、资金等方面具备相应的施工能力；
本次招标不接受联合体投标。
每个投标人最多可对 1 个标段投标，但每个投标人在本项目只能中 1 个标段。
具有投资参股关系的关联企业，或具有直接管理和被管理关系的母子公司，或同一母公司的子公司，或法定代表人为同一人的两个及以上法人（以上统称关联企业，但国务院国有资产监督管理机构直接监管的中央企业均不属于本条规定的“母公司”，其一级子公司不属于关联企业，同属一个子公司的二级子公司则属关联企业）不得同时对同一标段投标，否则投标将被否决。
与招标人或发布本公告的交易系统开发单位存在利害关系可能影响招标公正性的法人、其他组织或者个人，不得参加投标，单位负责人为同一人或者存在控股（含法定代表人控股）、管理关系的不同单位（以上统称关联企业，但国务院国有资产监督管理机构直接监管的中央企业均不属于本条规定的“母公司”，其一级子公司不属于关联企业，同属一个子公司的二级子公司则属关联企业），不得参加同一标段的投标。
中标候选人不得与同一标段已中标的监理单位为同一法人、相互隶属或隶属同一法人,否则,招标人有权取消其中标候选人资格（如本次招标同时含有施工、监理标，则定标顺序依次为施工、监理标）。
4.招标文件的获取

5.投标文件的递交及相关事宜
本次招标不组织踏勘现场。
本次招标不召开投标预备会。
投标文件递交截止时间（投标截止北京时间，下同）2018-02-08 09:00:00，通过福建省公路水运工程电子招标投标电子交易平台（网址： http://fjglsyztb.4008705191.cn:8080/）在线递交投标文件。
本项目采用电子招投标，请各投标人要在投标截止时间之前完成电子投标文件的递交。逾期上传成功或未上传到指定网址的投标文件，招标人不予受理，因投标人的原因未能正常签到、解密的投标文件将无法进入评审程序，按无效投标处理。如遇交易中心停电或其他不可抗力因素导致不能按时开标、评标的，则开标日期改期，具体开标时间由招标人与交易中心协商确定后另行通知。
投标文件需包含 1 份商务文件及投标人所能满足招标条件要求的所有标段的报价文件。
评标结束后，中标候选人提交的投标报价、业绩及项目经理、技术负责人的姓名、个人业绩和相关证书编号，以及被否决投标的投标人名称、否决依据和原因等将在福
建省公路水运工程电子招标投标交易平台（http://fjglsyztb.4008705191.cn:8080/）、福建省公共资源交易电子公共服务平台（https://www.fjggfw.gov.cn/）、建瓯市公共资源交易中心
(http://www.joztb.com/)门户网站上进行公示。
6.评标办法
本招标项目采用的评标办法：合理低价法（含信用分）。
